ALMA Programme: Empowering Europe’s Youth to Break Free from the NEET Cycle

In a world where one out of every five young individuals aged 15-24 is classified as NEET (Not in Education, Employment, or Training), the European Union's ALMA programme is making significant strides in providing new opportunities. The programme targets disadvantaged NEETs under 30, offering them invaluable professional and personal experiences abroad. With a robust mentorship component and impressive outcomes, ALMA is a beacon of hope for young people facing barriers to employment and education.

The NEET phenomenon poses a global challenge, affecting millions of young people. In Europe alone, 8% of those with higher education remain in the NEET category, rising to 13.6% among those with lower educational attainment. Germany stands out in the European Union with one of the lowest levels of NEETs, thanks in part to initiatives like the ALMA programme. This initiative offers participants the chance to gain skills and experiences that can propel them toward independence and employment.

The ALMA programme is operational in 15 countries, including Germany, and has received nearly €11 billion in EU investment. It provides participants with the opportunity to travel abroad and immerse themselves in new environments, fostering both personal and professional growth. Participants benefit from mentoring for four months after their return, ensuring they have continued support as they transition into the workforce or further education.

The success of the ALMA programme is evident. Participants frequently secure employment or pursue further education upon completion. This was highlighted by Andrea Moraru, who stated:

"In the last group more than 50 per cent found work, or were accepted into an educational or training programme."

The benefits extend beyond just employment opportunities. Participants also report a newfound sense of independence and confidence. They learn to manage their finances and navigate life on their own terms. For many, this experience marks the first time they step out of their comfort zone, embracing change and new possibilities.

One participant shared their transformative journey:

"I have become more open and have more courage now to change, I am ready for change. After this experience, I applied for a design course at a vocational college with a focus on media and communication and was accepted. I start in the autumn."

Another participant, Jasmin, recounted her experiences:

"I learned so much and there were a lot of first times for me. For example, I went to the beach and the sea, met new people and experienced a completely new culture."

Such experiences not only broaden horizons but also pave the way for a brighter future. Participants often learn new languages, make international friends, and adopt a more proactive approach to their careers. Hatice Fahel expressed the impact of her participation:

"I made many new Italian friends and got to know a new language. I liked working there in a hotel and learned many things at my work. Now I feel more free, more confident. So it's opened my eyes and my perspectives about other things."

Despite these successes, several factors continue to increase the risk of becoming a NEET. These include low family income, disadvantaged family backgrounds, disabilities, and early school leaving. Addressing these issues remains crucial to reducing NEET numbers globally.

Education plays a vital role in mitigating these risks. Furthering one's education significantly decreases the likelihood of falling into the NEET category. The ALMA programme serves as a catalyst for participants to pursue education or vocational training that aligns with their career aspirations.

Moraru emphasized the transformative power of the programme:

"We are trying to empower them to motivate them into achieving what they don't even know they can achieve. They get to be on their own feet for the first time."

This empowerment equips participants with the tools they need to build a successful future, as reflected in their personal stories and achievements.
