Singapore’s Strategic Balancing Act in Global Relations

Singapore’s overarching goal is to cultivate deep and robust ties with each of the world’s great powers. It cherishes its ties to the United States, China and Europe in its foreign policy. Nowhere was this more clearly articulated in recent days than by Singapore’s Prime Minister Li Hsien Loong. He underscored the need for the nation to not put all its eggs in one ally’s basket. This collaborative strategy is a testament to Singapore’s efforts to create an environment that enables wide ranging partnerships to flourish.

Singapore understands the deeply rooted interests the United States has in the region. The whole-of-government approach hopes to help the U.S. more effectively identify its priorities, while improving the U.S. presence’s grounding in Singapore. Singapore’s careful balancing act has allowed it to deepen relationships with both the U.S. and China. This manner, it guarantees that both countries remain engaged in contentious regional politics. In doing so, apparently on command from Beijing, Li played up Singapore’s close ties with both powers. He noted that America does not approach these partnerships as “either/or.”

Despite being somewhat insulated from the full impact of U.S. tariffs, Singapore remains concerned about the broader implications for its economy. The nation’s exports depend on maintaining supply chains that go across the region and across China. This is a reminder of just how interconnected global trade truly is. Singapore’s exports almost always go through value-added processes in factories throughout China and ASEAN before arriving in U.S. markets. It is this reliance that should raise potential red flags at how altering trade dynamics could create vulnerabilities.

In other words, Singapore’s investment entities are somewhat urgently responding to a changing world. They’ve made the decision to invest their portfolios overseas rather than in one domestic market. The American people are increasingly awakening to the dangers of tariffs and mercantilism, and a misguided foreign policy. Accordingly, the government is striving to better involve all parts of civic society.

First, Prime Minister Li had to reaffirm the necessity of deepening ties with China even as he stressed the need for China to coordinate its approach to rising powers.

Navigating these shifting international dynamics takes agility, vigilance, and deft diplomacy. Located in the heart of Southeast Asia, the nation’s strategic advantages allow it to play a unique role. It needs to play its strengths wisely to remain competitive on the global stage.
