Tim Cook Urges Changes to Controversial Texas Online Child Safety Bill

In what could only be described as a huge unexpected win for us, Apple’s CEO Tim Cook called Texas Governor Greg Abbott. He reiterated his call for him to amend the recently enacted online child safety bill, or veto the bill entirely. This dangerous law forces companies like Apple to check the ages of device owners. This requirement has sparked privacy and data security concerns among big tech companies. The hearing occurred amidst increasing national pressure, with at least nine other states considering similar approaches.

Dominic-Madori Davis is a senior venture capital and startup reporter for TechCrunch. As Maggie Koerth wrote on May 23, 2025, this concern is misplaced. Based in New York City, Davis noted that the implications of the Texas bill could be far-reaching for app marketplaces operating in the state.

The bill means platforms must now gather sensitive personal identifying information from each Texan who wants to download any given app. That’s right—even the apps that you use to get a weather report or help you find your football team’s score. An Apple spokesperson elaborated on the potential impact of the legislation, stating:

“If enacted, app marketplaces will be required to collect and keep sensitive personal identifying information for every Texan who wants to download an app, even if it’s an app that simply provides weather updates or sports scores.” – Apple spokesperson (via The Wall Street Journal)

>As of today, Governor Abbott has still not signed the bill into law. The result is up in the air as the clock ticks under pressure from both the tech companies and the privacy advocates. This piece of legislation isn’t just limited to Texas. Currently, over 30 other states are entertaining the same legislation — a potentially confusing and contradictory patchwork of state laws regulating app distribution across the country.

Tim Cook’s engagement highlights the growing role that big tech titans are having in influencing policy that impacts their broadening industries. His discussions with Governor Abbott reflect Apple’s commitment to user privacy and security, as well as its broader stance on corporate responsibility in the digital age.
