Lisbon mayor plans suspension of shared e-scooters
The proposal is due before the city council on 21 October. Bolt, Lime and Bird currently operate shared scooters in the Portuguese capital.

Lisbon Mayor Carlos Moedas intends to seek a suspension of the capital’s shared e-scooter scheme, citing dangerous riding, increasing accidents and scooters abandoned in public areas. The proposal is scheduled for discussion by the city council on 21 October.
In a video on social media, Moedas said riders were travelling against traffic and that the council had been collecting more than 1,200 scooters each month. He argued that the existing system was failing.
The mayor said he would bring the proposal to a council meeting and hoped for support from the Socialist Party to allow an immediate suspension. He noted that the party had backed a similar move in Braga.
The Automobile Club of Portugal (ACP) launched a petition in August seeking a local referendum on shared scooters. It sought residents’ views on whether the council should stop authorising scooter-sharing operations in municipal public spaces after existing licences expire.
Three operators currently provide shared e-scooters in Lisbon: Bolt, Lime and Bird.
